Push BudgetExceeded{wall,clamp,units} into failure_details when a batch
exceeds its derived clamp so emit_falsifier_failure_class reports
BudgetExceeded instead of empty WitnessRed.
Does not address batch-4 wall overage itself (filed external condition).

The gate now exempts its own CI enrollment imports, bootstrap paths, same-file cross-module import moves, and bundled ci_spec BUILD_LOG capture symbols so batch-0 enrollment cannot fail on this PR's wiring. Co-authored-by: Cursor <cursoragent@cursor.com>
