Lift gunbc_ci_plan_artifact_batches to gunbc.ci_spec.plan_artifact_plan_function so the arm-time budget-refusal roster is fully symbolic; add gunbc_floor_arm_time_budget_refusal_plan_functions_claim_executor_seed with a member-equality witness and a claim_executor unit test pinning the seed Rust list until v2 emit dissolves it. …41259). Add gunbc_floor_arm_time_budget_refusal_plan_function_roster() as the materialized authority; claim_executor test evaluates it and compares to FLOOR_ARM_TIME_BUDGET_REFUSAL_PLAN_FUNCTIONS. …es in fleet_show_effective_read_script host_runner_memory_cap_verify.dag imported it from gunbc.fleet_show_effective_read, but the symbol is defined in gunbc.fleet_show_effective_read_script (host_effect_realize.dag already imports it from the correct module). This pre-existing broken import on main only surfaces under whole-tree compile-clean (this PR forces it by touching claim_executor.rs).
