Two positional {} slots required e_cmp.len() and s.len() — without the
second arg the driver fails to compile and the behavioral receipt never runs.

Integrate #6800 program_assembly scaffold alongside tokenize and program_partition: frontier registrations, CI witness exclusions, stage0 crate layout regen (all three scaffolds), and lib.rs pub mods. Curated seed-linked behavioral scaffolds for 01_tokenize and program_partition following the 03_resolve / parse_engine_hooks pattern. Frontier stays SeedRetained (EmitSurfaceGap for tokenize); stage0 layout regen includes program_assembly (#6800), program_partition, and tokenize. Wet witnesses CI-excluded until flip (#6775 + generic assembly). Co-authored-by: Cursor <cursoragent@cursor.com>
