Summary

Gate-A scaffold phase for v2.compiler.source_authority self-emit:

• Restore cssl_seed_linked_behavioral_receipt spine in self_host_curated_seed_linked_harness (accidentally truncated by Curated-cargo probe sweep: seed-linked harness runner + 20-module verdict table #6791 probe bundling) while keeping probe-cargo helpers.
• Add curated seed-linked lane: v2_compiler_source_authority seed oracle, behavioral transport + witness driver, CI discovery exclusion.
• Register v2_compiler_source_authority in SeedRetainedScaffoldRegistration + regen stage0 crate layout.
• Re-ground frontier row migration_trigger to ^migrate_when_emit_rc_optional_coherence_lands (Gate-A / emit: Rc/Optional coherence (symptoms 2/3; symptom-1 wrap gated on #6776) #6775).

Frontier stays SeedRetained until #6775 lands; follow-on commit in this session flips to SelfEmitted, bumps baseline, enrolls wet receipt, and regens.
