Lift decl_ref_eq/decl_field_eq to std.decl_ref (dissolve v2 lens copy); extract int_min/int_max/int_ceil_div to std.int_ops (fold_parallelism and realization_width import the single authority); delete tautological serial_fold_idle_lane_waste_visible witness. Merging main brought vacuity.dag without a NON_FOLD_RESIDUE_ROSTER row, breaking non_fold_residue_no_unrostered_or_stale in CI; live_deploy golden drift was fixed by the merge itself. Co-authored-by: Cursor <cursoragent@cursor.com>
