Summary

Deletes complexity_linearity_audit_project.rs (588 LOC, HAND_MAINTAINED_STAGE0_FILES) and completes the largest safe dissolution slice now that gunbc#5364's corpus accessor is live.

Verified #5364 shape before dissolving: v2.std.decl_index.decl_facts(pool_roots) and siblings (concept_decl_facts, fn_arrow_decl_facts_live) expose whole-corpus DeclFact { node: Node, … } rows — sufficient for enumeration and structural fold_node scans (as in no_dual_representation_test/scan.dag). They do not expose expr_data::ExprMatch, MatchPattern::Wildcard, or param type-head resolution in v2 .dag. Full step-3 dissolution ("pure .dag Node-tree reader" for wildcard-arm detection) is therefore not writable yet; attempting it would fabricate-green over missing primitives.

This PR lands:

• Delete complexity_linearity_audit_project.rs; remove from HAND_MAINTAINED_STAGE0_FILES and regen_stage0 patch hook.
• Fold migration-debt roster on-carrier in v2.lens.complexity_linearity_audit (.dag data); retire complexity_linearity_migration_debt_roster() host builtin.
• Move thin host SOURCE builtins (complexity_linearity_wildcard_facts, complexity_linearity_syntactic_finding_count, complexity_linearity_syntactic_site_fired) into cli_run.rs — same additive seam pattern as inert_carrier_* / non_fold_residue_* post-HAND lens E: retire non_fold_residue_project.rs — lens .dag owns verdict #6042.
• Triage verdict authority remains in .dag (landed Ground v2.lens.complexity_linearity_audit's Rust wildcard-arm-over-closed-coproduct intrinsic into a .dag lens (same play as #6037/#6042) #6189); emit bin updated to call cli_run.

Remaining gate (named): fn-body wildcard-arm AST walk stays in Rust until v2 gains .dag-accessible match/pattern introspection over DeclFact.node.body. ^resolved_graph_declared_* in value_carrier.dag are still aspirational symbols; the live accessor is decl_facts, which stops at opaque Node without expr surface tags.

Net: −588 hand-maintained LOC; +393 in generated-adjacent cli_run.rs host seam (receipt: one fewer HAND_MAINTAINED file, regen roster shrinks).

Addressed review items:

composer-2.5 / claude-opus-4-7 (APPROVE): Verified against current HEAD (538c96fa). Findings match the tree — scaffold deleted off HAND_MAINTAINED, roster on-carrier in complexity_linearity_audit.dag, host seam honestly bounded at cli_run.rs:8343-8349, witnesses unchanged.

Opus minor observation (complexity_linearity_audit_corpus_parse_only alias): Valid — it is now a one-line forward to ..._over_decl_facts after step-1 of the dissolution trigger landed (#5966). Keeping the name for now: the emit bin and unit test still call parse_only semantically (audit-first / pre-floor gate vocabulary), and collapsing would be a no-behavior rename only. Deferred to a follow-up once the remaining expr_data host seam dissolves, so this PR stays scoped to scaffold deletion.

No code changes required for either review.
