Independent pipeline verify — GREEN by execution (runner-independent)

CI is stuck QUEUED on a saturated runner pool (run #4 sat 30+min unassigned — fleet infra, not content). To unblock review, I ran the two pipeline witnesses myself, free of the runner.

Setup: freshly-built release claim_executor seed, two-root resolve (--source-root src/v2 --source-root dsl — the same dual-root path CI uses, which handles the FreeMonoid conflict), against this PR's actual head 76d8da54dd, targeting both witnesses via an explicit single-claim plan.
