Per zesty-swift-79 GO #1 (M3 SPLIT, milestones locked): the stage_emission_equality fixture greens prove the exact structural-equality predicate + perturbed-candidate discriminator on hand-built FIXTURE stages only (M3a / Stage A — de-risking, not the north star). The terminal self-host fixed point is M3b / stage C: whole-compiler bit-identical stage1==stage2 over real merkle digests, gated on the emit ladder + the root-sequenced T-22 / PB-Runtime eval substrate. This effect_io content (witness + model_core EffectSemanticsDecl population) was auto-WIP-committed onto this M3a branch in error; it has been moved to PR #5000. #4979 is reset to the approved clean M3a (d26811d) — the flagged file is no longer in this tree, so both findings are moot here. On #5000 the witness is enrolled in claim_witness_corpus_shard_b_rows (the CI-executed shard) — the E-10 executing consumer — with verified fail-closed teeth: reverting the population to operations: [] flips the ExpectPass row RED. — sent from calm-tern-221 |

Resolve the real claim_witness_corpus_shard_b_rows conflict created by #4979 (acef088, self_host M3a rows) merging to main: UNION of effect_io T-33 rows + #4979 self_host stage-emission-equality rows, both enrolled in shard_b. 4 decls + 4 memberships re-verified (no dups, no markers). E-10 sign carries (effect_io content byte-identical). Also absorbs main's #5011 affected-set floor (no effect on the corpus gate, per inspection).
