An earlier draft of this brief erroneously demoted `PythonShim` to DESIGN-ONLY; operator BLOCKING on PR #2762 at :17 (2026-05-12T17:25:05Z) caught the stale 2-arm framing that survived squash-merge of PR #2762 (commit 0d95ba09d) despite later sections already saying 3-arm. This fix-forward PR closes the internal inconsistency.
