Result: internally contradictory brief in main. This fix-forward repairs the enum declaration to match the rest of the file + the ratified emitter-dispatch canvas (`docs/design-ci-workflow-emitter-dispatch.md:126` — `WorkflowRuntime = YamlStatic | BinaryShim | PythonShim`).
