What

  • Adds docs/debt/ci-ratchet-exemption-audit-2026-05-02.md: bounded routing / scope pass over scripts/slow-test-exemptions.txt (classification, paydown routes, STOP+PING). Not a completed Phase 1 timing audit from docs/briefs/ci-ratchet-architecture-audit.md (no fresh per-test ≤ 2000 ms proof for every row; follow-up mechanical timing pass remains).
  • Updates ROADMAP CI ratchet architecture — PARTIAL to match the current 39-exemption meta-ratchet floor and links both the 2026-04-24 and 2026-05-02 audit docs.

R3 debt receipt (#1532)

  • Disposition: Debt found + routed.
  • Debt addressed (partial): ROADMAP stale counts vs check-test-timeout.sh; audit artifact for R3 ledger target Design: Diff Gist Mode for Branch Change Snapshots #10 (docs/debt/r3-debt-paydown-ledger-2026-05-02.md).
  • Debt found (routed): CI-shaped or warmed-local per-test --report-time sweep; optional per-exempt budgets (Phase 2) — not invented in this PR.
  • Dissolved: None (0 lines removed from scripts/slow-test-exemptions.txt without 2s proof).

Session: quick-heron-61.

Draft feedback before this moves out of draft:

  • The file currently ends with unresolved recount/debug scratch text starting at **Table row count check:**. That needs to be removed before review. The authoritative count from scripts/slow-test-exemptions.txt is 39 non-comment rows, and the current table is actually 39 if 3–9 is treated as seven tests and 19–24 as six tests. The arithmetic block is just confusing review noise.
  • Please fix the PR title/body. Current title quick-heron-61 and body Opened from session-dashboard... don't carry the debt receipt required by chore(template): per-PR debt-paydown receipt section #1532. Suggested title: docs(r3): audit CI slow-test exemptions. Body should include the R3 debt receipt, likely Debt found + routed unless you remove verified stale exemptions in this PR.
  • The audit says it did not re-time every exempt test and removed 0 stale rows. That's acceptable for a bounded first PR only if the PR clearly frames itself as a routing/scope audit, not a completed Phase 1 timing audit. Please keep that distinction explicit in summary and receipt.
  • Minor: "Rows present in 2026-04-24 audit but absent now" lists 5 rows while the net delta is -4 because one new row was added. That is correct, but make the wording explicit enough that reviewers don't read it as an arithmetic mistake.

No implementation changes requested from this PR beyond making the audit document reviewable and the PR metadata compliant.

Clarify bounded routing/scope vs Phase 1 timing, explicit 5−1 net delta,
remove redundant count arithmetic, align ROADMAP with 39-exemption floor.

Rechecked latest head 3bb1a66b.

The earlier draft feedback is addressed:

  • scratch recount block is gone;
  • scope is explicit as a bounded routing/scope audit, not completed Phase 1 timing;
  • PR title/body now carry the debt receipt;
  • 5 removals + 1 addition → net -4 is clear;
  • ROADMAP count/floor update matches the current 39-line exemption floor.

No further PB-manager changes requested from this pass. Since this is still draft and checks are skipped, mark ready when you want normal CI/review to run.

Triage (recheck `3bb1a66b`)

Verified on HEAD: no scratch count block in the audit doc; Scope (read this first) + receipt still bound this to routing/scope vs completed Phase 1 timing; ROADMAP CI-ratchet row still reflects 39 and links `ci-ratchet-exemption-audit-2026-05-02.md`. No further code/doc changes from this pass.

Marked the PR ready for review so default CI / scheduled reviews can run.

APPROVE — Docs-only diff. Adds a new audit file at docs/debt/ci-ratchet-exemption-audit-2026-05-02.md and updates the ROADMAP bullet to reflect the new 39/39 count and link the follow-up audit. The audit is honest about its scope (explicitly not a completed Phase 1 per-test timing pass), names a concrete dissolution path (re-time from CI log, delete rows ≤2000 ms, lower the floor in the same commit), and its arithmetic (43 − 5 + 1 = 39) is internally consistent with the new ROADMAP figure. Nothing in this diff touches substrate or modeling discipline. No findings.

Triage (scheduled Claude review — APPROVE, no findings)

Re-checked `3bb1a66b`: audit doc still bounds scope (not completed Phase 1 timing), documents follow-up (CI log / warmed `--report-time`, delete ≤2000 ms + lower floor same commit), and delta arithmetic matches ROADMAP (43 − 5 + 1 = 39 / 5 − 1 = −4 net). Diff remains docs-only (`docs/debt/ci-ratchet-exemption-audit-2026-05-02.md` + ROADMAP). No code changes.

Non-blocking — Strengths

  • docs/debt/ci-ratchet-exemption-audit-2026-05-02.md Design/docs PR; the audit is explicitly scoped as routing rather than a completed Phase 1 timing pass, which matches the CI ratchet brief.

ROADMAP — Verified

  • CI ratchet exemption count: The 39 active exemptions and TEST_TIMEOUT_MAX_EXEMPTIONS default both match the referenced script state.

ROADMAP — Incomplete

  • Phase 1 timing audit: Fresh CI-shaped per-test timings, stale-row deletion, and per-exempt budgets remain intentionally open and are tracked.

✅ No blocking concerns.

Triage (scheduled Codex review — non-blocking / APPROVE)

Verified on current `HEAD` (`3cafbf109`, ahead of review SHA `3bb1a66b`):

  • Audit doc still frames routing/scope vs completed Phase 1 timing; follow-up mechanical timing + stale deletion + per-exempt budgets remain documented in the audit and in ROADMAP Still open.
  • `scripts/check-test-timeout.sh` default `TEST_TIMEOUT_MAX_EXEMPTIONS` is 39; ROADMAP and audit summary still match the live exemption list count.

ROADMAP — Incomplete: Confirmed as intentional tracked remainder (Phase 1 timing pass / budgets), not a gap to close inside this bounded docs PR.

Separate CI fix on this branch: `parse_corpus_manifest` refresh (`3cafbf109`) for `induction.dag` parse-surface ratchet — unrelated to Codex findings.

No further code/doc changes required from this review item.

Triage (scheduled Codex — APPROVE, `3cafbf10`)

Re-checked `HEAD` (`3cafbf109`): tip is still the `parse_corpus_manifest` refresh for `induction.dag`; earlier commits carry the CI exemption audit + ROADMAP alignment. No invariant / CODING.md / TESTING.md violations surfaced in this pass; nothing to change.

  • Thinking: 35s wall

Verdict: APPROVE — The diff is mostly documentation (ROADMAP count correction, new bounded-scope exemption audit) plus mechanical bootstrap/parse_corpus_manifest updates for induction.dag. scripts/check-test-timeout.sh default TEST_TIMEOUT_MAX_EXEMPTIONS and active exemption line count both match 39 in this tree, so the ROADMAP/audit arithmetic is consistent with the scripts. The audit explicitly scopes what was not done (no Phase 1 per-test re-timing, no stale-row deletion without ≤2000 ms proof), which aligns with TESTING.md’s honesty about measurement and contracts. INVARIANTS.md / docs/modeling-discipline.md don’t apply in any substantive way here—no substrate or compiler-path modeling changes. CODING.md isn’t engaged beyond regenerated bootstrap snapshots.

Exploratory (optional): In docs/debt/ci-ratchet-exemption-audit-2026-05-02.md, the Source line names branch work/binshim-emitter-slice; once this is on main, a commit SHA or “workspace at merge-base …” might age better than a feature-branch label—not a rubric violation, just archival ergonomics.

Non-blocking — Strengths

  • docs/debt/ci-ratchet-exemption-audit-2026-05-02.md The audit is honest about being a bounded routing pass rather than a completed Phase 1 timing pass, so it does not over-claim stale exemption deletion.
  • src/v3/compiler/src/bootstrap_generated.rs The bootstrap changes are generated span refreshes only; they do not introduce new substrate shape, coproducts, or authority surfaces.

Findings

None. Nothing in the diff conflicts with INVARIANTS.md / modeling discipline (documentation and refreshed generated fixtures only; no substrate or authority duplication). TESTING.md is respected: the new audit (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md) states an honest, bounded scope (no Phase‑1 re‑timing), names the next mechanical slice, and keeps counts aligned with TEST_TIMEOUT_MAX_EXEMPTIONS:-39 in scripts/check-test-timeout.sh and 39 non‑comment, non‑blank lines in scripts/slow-test-exemptions.txt. CODING.md does not apply to the hand-written Rust here in a meaningful way; the large bootstrap_generated*.rs edits are line-span/source-hash churn tied to induction.dag via parse_corpus_manifest.txt.

Verdict: APPROVE — The change is a routed debt audit plus consistent ROADMAP wording and the expected bootstrap/manifest refresh for induction.dag. Scope is explicit, counts check out, and there is no rubric violation in what actually changed.

Optional review: point provenance at `git log` on this file instead of
naming the PR branch, which does not survive merge to `main`.

Triage (queued dashboard items)

  1. Inbox / cool-stag (bootstrap + manifest CI fix): Verified on `origin/work/binshim-emitter-slice`: `b07a61796` (`test: refresh bootstrap snapshots`) is on the stack above the `parse_corpus_manifest` refresh; tree matches the described mechanical bootstrap snapshot refresh. No further commit from this pass.

  2. Scheduled Cursor review (`b07a6179`, APPROVE + optional archival note): Implemented the optional Source ergonomics in `docs/debt/ci-ratchet-exemption-audit-2026-05-02.md` — provenance now points readers at `git log -1 --format=%H -- docs/debt/ci-ratchet-exemption-audit-2026-05-02.md` instead of relying on the PR branch name. Landed as `91e631e12` (`docs(debt): age CI exemption audit source past branch-only labels`).

  3. Scheduled Codex review (non-blocking / ROADMAP verified + incomplete): Still accurate on tip: audit stays bounded vs Phase 1; ROADMAP Still open rows remain intentional tracked remainder; no blocking findings and no extra code changes.

Triage (scheduled Cursor review — APPROVE, `f9f159ef`)

Re-verified on current tip `91e631e12` (same Source-line doc hunk as `f9f159ef`, commit message amended only): audit still states bounded scope vs Phase 1, names mechanical follow-up, and counts 39 exemptions matching `scripts/check-test-timeout.sh` default 39 and `wc` on the sed-normalized exemption list. ROADMAP + bootstrap/manifest slice remain docs/generated churn only—no new substrate or authority duplication. No rubric deltas vs this review.

1. Story of the diff

This PR turns the CI slow-test exemption audit from a stale 43-entry ROADMAP claim into a current 39-entry debt receipt, while being explicit that the new audit is a bounded routing/scope pass rather than the full Phase 1 per-test timing audit (ROADMAP.md:414, docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:13-18). The new audit preserves the fail-closed rule for exemption deletion: it records that zero stale exemptions were removed because no row was re-proven under the ≤2000 ms authority, then names the mechanical next step of collecting libtest timing rows and only lowering the floor when a measured row is under budget (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:15, docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:22-23). The remaining changes are generated/test-fixture refreshes for src/v3/std/induction.dag: both bootstrap snapshots update only SourceSpan byte ranges (src/v3/compiler/src/bootstrap_generated.rs:24915, src/v3/compiler/src/bootstrap_generated_without_parse_surface.rs:24915), and the parse corpus manifest updates that file’s checksum (src/v3/compiler/tests/integration/parse_corpus_manifest.txt:43).

2. Invariant categories

  1. LAYER MODEL (substrate vs implementation).

N/A — no substrate type, Dag schema field, Dag mutation API, or new sum variant is introduced; the Rust changes are generated fixture-data SourceSpan updates, e.g. src/v3/compiler/src/bootstrap_generated.rs:24915.

  1. INVARIANTS.md + modeling-discipline.md.

Compliant — P5 / tracked-debt discipline is handled correctly: the audit declares the exact scope and non-scope (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:18), preserves fail-closed stale-row deletion (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:15), and routes the next executable timing pass instead of claiming completion (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:23).

  1. CODING.md.

N/A — no new hand-written Rust functions, methods, helpers, hidden state, or error shapes are added; the changed Rust is generated data literal maintenance, visible as span-only updates like src/v3/compiler/src/bootstrap_generated_without_parse_surface.rs:24915.

  1. TESTING.md.

Compliant — the test-ratchet contract stays behavior-driven and fail-closed: the audit keeps the 2000 ms authority explicit (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:5), refuses exemption deletion without fresh timing proof (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:15), and refreshes the parse corpus manifest rather than leaving the checksum stale (src/v3/compiler/tests/integration/parse_corpus_manifest.txt:43).

  1. LOCKED DESIGN DECISIONS.

N/A — the diff references existing design lanes such as DB-8 as routing context in the audit table, but does not alter a locked design decision or introduce a divergence that needs a lock exception.

  1. TRACKED vs UNTRACKED DEBT.

Compliant — the new debt artifact has documentation/source and authority (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:3-5), a bounded scope (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:18), and a named dissolution trigger / next slice: collect timing rows, classify each exemption, delete proven-under-budget rows, and lower the floor in the same commit (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:23, docs/debt/ci-ratchet-exemption-audit-2026-05-02.md:97-101).

3. Verdict

APPROVE — The PR is honest about what was and was not measured, preserves the slow-test ratchet’s fail-closed deletion rule, and does not introduce new substrate or implementation surfaces. I did not find a blocking or non-blocking issue anchored in the diff.

Verdict: APPROVE

Docs-only diff, and it stays honest about scope: the new audit records the current 39-exemption floor, explicitly does not claim a completed per-test timing pass, and keeps the measured timing/deletion work open with a named follow-up. I found no concrete violations of the pinned modeling, coding, or testing rubric. No builds or tests were run, per instruction.

Triage (openai-pro manual review — APPROVE, `91e631e1`)

Verified on current tip `e5dfdb17` (merge with `main` @ `d2e72d26`, matches review comparison): audit still carries Authority + bounded Scope vs Phase 1 (`docs/debt/ci-ratchet-exemption-audit-2026-05-02.md` §Summary / Measurement / R3 receipt), 0 stale removals under ≤2000 ms proof, and the mechanical follow-up (CI/warmed `--report-time` → delete under-budget rows → lower floor same commit). 39 active exemptions match `TEST_TIMEOUT_MAX_EXEMPTIONS:-39` and `slow-test-exemptions.txt` line count. `parse_corpus_manifest.txt` still pins `induction.dag` at `e405e1549cf2fe08` with unchanged item/byte counts. No substrate or hand-Rust surface expansion beyond generated bootstrap span churn.

No blocking or non-blocking deltas vs the review narrative; no code changes from this pass.

Non-blocking — Strengths

  • docs/debt/ci-ratchet-exemption-audit-2026-05-02.md The April-to-May delta is auditable: five named retired tokens plus one named addition explain the 43→39 floor instead of relying on a bare count change.

Triage (scheduled Codex — non-blocking strengths, `91e631e1`)

Verified on tip `e5dfdb17` (includes `91e631e1` in history): Delta vs 2026-04-24 audit still names five retired exemption tokens in a table, one added (`r1c_e_emit_gates_dag_test::…`), and spells 5 − 1 = −4 / 43 → 39 so the floor change is not a bare count drift. Strength note matches the doc; no blocking findings and no further edits.

Findings: None. The diff is documentation only (ROADMAP.md + docs/debt/ci-ratchet-exemption-audit-2026-05-02.md). Nothing here touches compiler substrate, fail-closed behavior, or Rust style from CODING.md. The audit matches TESTING.md test-layer / feedback_test_timeout_2s framing and states clearly that Phase 1 re-timing was not done (docs/debt/ci-ratchet-exemption-audit-2026-05-02.md “Measurement status”, “Scope”), which fits the doc’s honest-read stance. Count 39 matches scripts/check-test-timeout.sh default 39 and 39 active non-comment lines in scripts/slow-test-exemptions.txt (not part of this diff but supports the doc’s factual claims).

Verdict: APPROVE — Scoped debt/routing audit and ROADMAP sync; no rubric violations in the diff; transparent about what was and wasn’t measured.
