Summary

Adds docs/audit/scratch-int-examples-dissolution-spec.md, a docs-only audit for replacing the transitional ScratchIntExamples driver with a declared LanguageSpecProjection path.

The audit covers:

• per-example structural derivation for design-emission-model Examples 1, 2, 5, 6, and 8
• substrate gaps at HEAD, including BoundDeclaration, Interval<Int> consumption, per-target integer inhabitance rows, algebra resolution, and inhabitance search
• a dispatchable declared projection shape
• the shared match(program.bound, target.bound) predicate needed by Example 8
• follow-up slice sequencing and manager ownership

Boundary

No code changes. This explicitly frames BoundDeclaration / per-target inhabits row authoring as Substrate Manager territory (#1130), not Grounding self-authoring.

• Per-Example structural derivation table is the load-bearing piece; cleanly distinguishes scratch return vs. fold-walks-substrate-rows path for each Example.
• Substrate-fact gap analysis correctly assigns owners (Substrate Mgr / #1130 for BoundDeclaration + per-target inhabitance rows; LanguageSpec population for the row authoring) — Grounding does not self-author substrate facts.
• Declared projection shape sketch (DeclaredLanguageSpecProjection with type_inhabitances extracted from src/v3/spec/{target}.dag) frames it correctly as a read model over substrate rows, not a parallel-authority enum.
