Fleet runs hit the 40-minute cap with about half the 1327 v1 unit tests done, blocking every merge since #12951 made the lane required. Authority: gunbc.compiler_gate_workflow compiler_gate_unit_test_timeout; witnesses.yml carries the emitted values (the generated lane adjudicates the emission). rust-unit-testslane hits its 40-minute step cap with about half of the 1327 tests done (job 111960554646 on #13377, a .dag-only PR: 643 done at 40m). That blocks most merges.The cause is about 20
cli_runtests that evaluate the real corpus at 50-290s each, effectively serially. They are being cut to supplied inputs under work item adhoc-b9a5a8cc-3cc (DESIGN §3 witness rule). That fix restores 40.gunbc.compiler_gate_workflowcompiler_gate_unit_test_timeout. The job cap is derived from it (+10).witnesses.yml: it carries the emitted values.
