dcd1552ebaf landed 7 blocking source annotation parse errors. They are not confined to their own files: a parse FAIL lends no declaration index, so the floor refuses at ArmSetConsumerPlanningUnavailable and never prepares a subject — for every lane. The declarations and floor phases are dark corpus-wide until this parses.

site class repair
mtcollins1_boot_authorization.dag:188-191 names no subject — trailing block at EOF moved onto MtCollins1BootSubject, the type whose gate the block is about
deepseek_v4_1_flash_authority_witness_test.dag:239,250-251 in-body hoisted onto the enclosing test fn, after the block already there, in source order

Prose is byte-identical in both; no semantic line is touched, and §4c admits exactly this form ("standalone leading // blocks attached to module-scope declarations").

Observed on: #11829 run 35597107939, job 106324373874 — adjudication BLOCKING phase=parse cause=parse (7 error(s)) followed by the planning refusal. That PR is the one that binds the gate's adjudicator, and it is currently the only place these are visible.

This is the fourth landing of this class today (after the three cleared earlier). While the required gate cannot refuse, nothing stops the next one — the class is only mechanically preventable once #11829 lands.

dcd1552 introduced 7 blocking parse errors, and they blocked the floor for
every lane: a parse FAIL lends no declaration index, so the floor refuses at
ArmSetConsumerPlanningUnavailable and never prepares a subject.

mtcollins1_boot_authorization.dag:188-191 annotation names no subject (trailing
block at EOF with no declaration after it) -- moved onto MtCollins1BootSubject,
the declaration it is about, since the block's subject IS that type's gate.
  deepseek_v4_1_flash_authority_witness_test.dag:239,250-251 in-body annotations --
hoisted onto the enclosing test fn, after the block already attached there, in
    source order.

Prose byte-identical in both; no semantic line touched. This is the fourth landing
of this class today, which is what a required gate that cannot refuse buys: the
class is only mechanically preventable once #11829 binds the floor's adjudicator.
