Restores Go 1.23 to both toolchain and module and update it to 1.23.1.

Related PRs: #45473 (restored), #45530 (restored) and #45593 (reverted).

Note that Go 1.23.1 isn't on brew yet, so it may be worth holding this off for a day or two.

can confirm my original database/sql repro now (correctly) times out instead of panicking https://go.dev/play/p/fHZFq6zgAV4
