Reverts the TeleportRole removal from the resources.teleport.dev/v6 API that happened in #36715 for backward compatibility.

Creating role via this API doesn't have the expected behaviour (creates roles v5) but we have users relying on this behaviour.

We will definitely fix this in v16 by removing TeleportRole entirely.
