…pc/otelgrpc to 0.46.1 Update of `otelgrpc` to address CVE-2023-47108. This also requires a bump in the rest of the `otel` dependencies to ensure they are all from the same release family. Includes a partial backport of some of the changes in #34527 to address the deprecated functionality in `otelgrpc`.
