lint federation subgraphs schemas without parse errors

This PR adds support of parsing federation subgraphs' schema without parsing errors

• added test to ensure it will be not broken
• added optional peerDependency https://github.com/dimaMachina/graphql-eslint/blob/e01dcddc96c4363da10e4e9df8ad7e8de0849073/packages/plugin/package.json#L38 which will be required to be installed for federations schemas

fixes #2812
