Set both texture format overrides to false by default #78147

Follow-up to #77105, based on discussion in RocketChat. This PR sets both overrides to false by default, and adds a comment and some text to the documentation to clarify the behavior.

I'm labeling this as a bug because it's a follow-up to a bug fix, but technically there isn't a bug here.

Tested locally and can confirm that this doesn't add any awkwardness to the default user experience
