Fix the error: Error OP FLASH_ATTN_EXT on arc770
Additional information
The issue is created by #25205.
It only happens on non BMG/BX0/LNL on a part of LLMs, like llama-2-7b.Q4_0.gguf.
It's verified with UT cases too.
