One proposal is included below: all 50+ existing issues address this problem from the agent/dispatch side (making the review agent smarter about handling rebases). None propose reducing the rebases themselves via Renovate configuration. Since the repo uses a merge queue (which handles rebase-before-merge), Renovate's eager rebasing of open PRs is the root cause of the repeated dispatch events and can be addressed independently of agent-side improvements.
