This PR addresses a bug fix in code from two PRs:
The fix to two files should occur in a single PR, so as not to break the build.

I also spent some time in the state management directory, updating links to use our preferred format, and I re-broke some lines of text on phrasing. But the primary fix, to review, are the two (identical) lines of code in two files.
