LGTM
You'll need to watch post-submit on this one, since a lot of our CI is master-only in presubmit (since stable rolls are one of the only cases it would ever matter, and those are rare, so it would burn a ton of CI resources; unfortunately we lost the ability to do stable on demand in specific PRs when we switched to LUCI.)
