fix(cake_kda_train_kcp): CUDA 12.9 floor for the sm_100a PTX ISA 8.8 entries - #8911
Follow-up to #8896, which fixed the sm_100a CUDA floor in the deterministic context-parallel KDA training package. This PR makes the same fix in the experimental non-deterministic package, flashinfer/experimental/cake_kda_train_kcp. Only min_cuda values change. Kernel sources and the sm_103a / sm_107a floors (12.9 / 13.4) are unchanged, so outputs and gradients are bitwise identical to main.
sm_100a CUDA floor: Kernels using the 256-bit st.global.v8.b32 store need PTX ISA 8.8. CUDA 12.8 emits 8.7, so ptxas rejects them. Four sm_100a entries change min_cuda from "12.8" to "12.9", which matches their deterministic twins. Two are in build.json (forward output stage and output backward). The other two are test-only full-width tape walks in build.test.json. No other entry's units use a PTX ISA 8.8 instruction. The build test test_an_entry_whose_units_use_ptx_isa_8_8_needs_cuda_12_9 from fix(cake_kda_det_kcp): CUDA 12.9 floor for the sm_100a 256-bit stores and walk-form provider compatibility #8896 now also covers this package. It fails on main's manifests and passes with this change.
Two library variants for sm_100a now require CUDA 12.9 or newer; CUDA 12.8 no longer meets their declared minimum.
The CUDA minimums for sm_103a and sm_107a remain unchanged. These requirements apply to the affected library variants in both shipped and test build manifests.
…entries
Kernels using the 256-bit st.global.v8.b32 store need PTX ISA 8.8, but
CUDA 12.8 emits 8.7, so ptxas rejects them. The experimental
non-deterministic context-parallel KDA training package has four such
sm_100a entries that still declare min_cuda "12.8": two in build.json
(the forward output stage and the output backward) and two test-only
in build.test.json (the full-width tape walks). They now declare
"12.9", like their deterministic twins since flashinfer-ai#8896:
- cake_kda_train_c811c1b52ed680d0a515_kcp_sm_100a (build.json)
- cake_kda_train_f227dd21f1f3cb464b29_sm_100a (build.json)
- cake_kda_train_3808ea4d567b82ea21a4_kcp_sm_100a (build.test.json)
- cake_kda_train_9cfe05bce78410f1304b_kcp_sm_100a (build.test.json)
No other entry's units use a PTX ISA 8.8 instruction. Only min_cuda
changes: kernel sources, the sm_103a / sm_107a floors (12.9, 13.4)
and the other entries are unchanged. The build test from flashinfer-ai#8896,
test_an_entry_whose_units_use_ptx_isa_8_8_needs_cuda_12_9, now also
checks this package.
The walk-form provider fix of flashinfer-ai#8896 is not needed here: this package's
_walk_form_of never passes arch= to the rule (its WALK_FORM_RULES are
all strings), so a provider whose walk_form takes only knob already
works.
Four sm_100a library entries now require CUDA 12.9. A parametrized test checks the CUDA minimum for manifest entries whose source units contain specified PTX ISA 8.8 instructions.

Four sm_100a entries change their min_cuda value from 12.8 to 12.9. The test checks matching source units in both manifests and requires at least one matching sm_100a entry.
flashinfer-ai/flashinfer#8896: Both PRs raise CUDA requirements for KDA context-parallel manifests containing PTX ISA 8.8 instructions.

Check the version of the JIT compiler.
If CUDA_HOME points to CUDA 12.9 but FLASHINFER_NVCC selects CUDA 12.8, the floor check passes and a cold JIT build can reach ptxas with unsupported instructions. Query the compiler used for the build before applying min_cuda.

Review comment at @flashinfer/experimental/cake_kda_train_kcp/build.json at line
635:
The min_cuda check uses CUDA_HOME’s version instead of the compiler selected for
the build. Update the JIT build’s version-validation path to query the compiler
actually used, such as FLASHINFER_NVCC when set, and apply the min_cuda floor to
that version so mismatched CUDA_HOME and compiler versions are handled
correctly.
