Modification: Notary Rubric - "Client Due Diligence" duplicates criteria for L3 and L4 #20

Issue Description

In the Notary Rubric for L3 and L4 for "Client Due Diligence", the current criteria are identical - meaning that anyone meeting L3 criteria is also meeting the L5 criteria. This should be refactored to reflect better delineation in the quality of Client Due Diligence.

Impact

Fixing this will better reward Notaries who are providing higher quality due diligence plans, and make them more eligible for Data Cap allocations.

Same proposal as in issue 21 - I think we have reasonable "subjective" definitions.

For now, I think we should remap to:
L1, L3, L5

And change the weighting to 0.33 for all the items in the "Concreteness of Allocation Plan" section.
