In the Notary Rubric for L3 and L4 for "Allocation Strategy", the current criteria are identical - meaning that anyone meeting L3 criteria is also meeting the L5 criteria. This should be refactored to reflect better delineation in the quality of an allocation strategy.
Impact
Fixing this will better reward Notaries who are providing higher quality allocation strategies, and make them more eligible for Data Cap allocations.

One proposal here - is that instead of trying to come up with new criteria, we accept the semi subjective definitions of minimal, base, detailed (and can bookend these with examples of minimal and detailed) - and instead just have only 3 possibilities.
L1, L3, L5.
This may require adjusting the weighting from 0.4 to 0.3 for this row (in the Concreteness of Allocation Plan bucket) to reflect that this will moderately inflate the scores.
