The errors here are all addressed in #12932, in fact pretty much all of the non-test changes in there are to deal with the changes. I'll pull this into that branch.

#12932 now pulls this in and has all the machinery to make it pass everything. We just need new go-state-types but I reckon we can close this and just work on landing #12932.
