TraceTypeSupper{Cannon|Permissioned} needs --cannon-depset-config to be set, which was added at ethereum-optimism/optimism#14666

Introduce a temporary fix to add a dummy flag.

We need a eventual full fix; will be tracked at #189

validated that monorepo interop kt devnet spins up, which includes super-cannon trace type at challenger config.
