to avoid pop from empty snapshot
Starting the interpreter repeatedly probably takes a ton of time. By starting a single process and reusing it, tests should be faster, especially with JIT.
The DeprecationWarnings in the Hardfork.discover method were causing significant memory bloat resulting in a crash in the CI. Migrating to the latest APIs for loading the modules removes these warnings
Upon successful commit of a database transaction, the latest snapshot of the transient storage should pop since it is not longer relevant
in EIP-3860, the initcode length should not exceed MAX_INITCODE_SIZE. Although the specs do perform this check, the other clients seem to make this check upfront. This commit aligns specs with the live client implementations
