Updates CircleCI configs to publish docker images for bedrock tagged with commit sha and branch name, ex:
Adds a new release workflow triggered by tag creation that tags images with release version. The context used for this will be restricted to the release-managers github team.
Removes the duplicate cloudbuild docker builds for these images.
