bedrock: update to latest op-geth, based on geth master, after v1.10.23

Description

Update geth to latest master, after v1.10.23. Passing e2e tests locally, with the new optimism / optimism-history branches in op-geth repo. Old contents are on backup branches with date suffix, but would prefer to drop if this is stable. We only really need the diff on top of latest master.

• The latest geth includes the improved auth-rpc client bindings, with some changes by Felix, so I updated that.
• geth changed filter apis to not be enabled when started programmatically, so I fixed that in e2e geth setup.
• The function that writes the genesis spec to disk was renamed upstream
• The geneiss ToBlock function doesn't need an ephemeral db anymore
