We are running the v1.16.6 sync test.

Since the v1.16.7 and v1.16.8 op-geth PRs are tiny, I'm going to merge those and then have a single monorepo upgrade PR that points to an op-geth rc. We've already validated that the monorepo tests pass for those op-geth versions in other PRs that I will close.
