Merging without CI, @jiajunye confirmed all the tests pass locally. The CI is currently blocked and the Envoy team is investigating. |

See do_ci.sh test_gcc CI target fails #872 for more details.Disclaimer: The CI pipeline was blocked due to a machine level breakage. All local tests passed.
