This adds support for setting RuntimeFractionalPercent values via `/runtime_modify`, since it needs to be YAML and YAML cannot be passed as query parameters (contains spaces & newlines). Fixes: envoyproxy#6935 Signed-off-by: Raul Gutierrez Segales <rgs@pinterest.com>
