  1. Cleanup / validate global exports. 

    * Remove unused legacy global flags.
* Move imports "to the top"
* Bring back `Ember.NAME_KEY`
* Ensure all `computed.*` exports are setup in reexports test
* Have `ember-metal/libaries` register the `Ember` library
