Adds a note to the README's "Debugging" section explaining how to enable "debug_info" elixirc compiler flag in a Mix project. This was the biggest roadblock / confusion point for me in getting VS Code debugging working with ElixirLS, and I could not find any clear guidance anywhere about how to resolve this, so I figured this should be in the README for this project.
