Summary
Now that we have 61 plugins running in the Platform the "Setting up plugin" info log has become very noisy. It is also somewhat duplicative of the log that has the entire list of plugins that are being set up.
This PR downgrades that log to "debug" and adds a parallel debug log for the start phase.
