Summary
This change swaps out the messaging in the Overview tab from "Wait for 7.0 Release" to "Start your upgrade" with a link to documentation for upgrading. It also removes the warning about upgrading to the last minor before proceeding (since this is it!).
This PR should not be forward-ported to master/7.x.
