Summary

Part of https://github.com/elastic/kibana-team/issues/1503

This PR relocates fixtures from x-pack/test/functional/fixtures/kbn_archiver dir to x-pack/platform/test/functional/fixtures/kbn_archives.

Before:

/x-pack/test/functional/fixtures/
     | - kbn_archiver/

After:

/x-pack/platform/test/functional/fixtures
     | - kbn_archives/

Project deployments require a Github label, please add one or more of ci:project-deploy-(elasticsearch|observability|security) and trigger the job through the checkbox again.
