Summary
Create a new pipeline to generate a PR with console definition changes if any. This PR creates a backstage resource definition, the buildkite definition and the pipeline implementation. This will help us at
kibana-managementto keep the console definitions always up to date by leveraging the data provided by elastic/elasticsearch-specification
