In order to handle the rate limit issues caused by the massive number of commit statuses created by the github-checks-reporter, we've moved to a method of reporting statuses that is based on builkite job status, and can unify the FTR config groups into a single status (unless there is a failure).
We can now remove this dependency as we're not using it and don't expect to use it in the future.
