We had an issue with ci-stats that caused many workers to timeout because ci-stats wasn't responding and the ci-stats reporter doesn't have a timeout. This adds a timeout to all the ci-stats requests of 1 minutes, except for the report-tests request which has a timeout of 5 minutes.
