Add support to inject use_apm variable in input packages

This Pull Request introduces the support to add use_apm variable in Fleet policies for policy and system tests.

It also allows to set variables at the package level (until now this was not used in any input package).

Added a new test package (zipkin_input_otel) that takes advantage of this new variable use_apm.
