The heartbeat checks for TCP send/receive have been broken for a long time, since at least 6.3 from my testing. An error was returned, but the status was still set to 'up'. This patch fixes that and adds tests. (cherry picked from commit e5c3485)

This is a cherry-pick of #10777 to the master branch (which can then be backported to 7.x and 7.0). I opened this concurrently to get it in sooner.
