enable running of tests for spdlog

[Crivella]

A rebuild of the packages on top of this pr (without a separate --installpath), or also:

• remove separate easyconfig for spdlog 1.12.0 w/ GCCcore/13.2.0 with -pic versionsuffix, build both shared + static libraries in existing easyconfig instead #24308
• build both shared + static libraries in recent spdlog easyconfigs #24310

should fix the error in #22643 (comment)
