Switched to using the LLVM version as the version identifier, so that the LLVM EasyBlock can do its work (and the LLVM toolchains later on...), unlike done in #23304.

Requires:

• New custom easyblock for ROCm-LLVM easybuild-easyblocks#3823
• change LLVM EasyBlock to not apply concurrency workaround for pre-release LLVM 20 easybuild-easyblocks#3937
• {tools}[GCCcore/14.3.0] xxd v9.1.1775 #23933

So far tested on a system with ROCm. Will mark as draft until proper testing is done.

We should switch to ROCm v7.2.0 for consistency and try to adopt the single-build approach done by AMD. Closing until I have a version for that ready.
