add patch for Flye to fix compilation error on aarch64

Seems like #13080 only worked for building Flye. Running the test produced an error:

Patch fixes this on aarch64. However, I'm not sure this patch doesn't cause any issues on x86_64.

Installation of Flye/2.9.3-GCC-12.3.0 on aarch64/neoverse_v1 works fine, so fix here doesn't seem relevant anymore (at least not with recent compiler version)
