Because we send GO_AWAY in HandleRequestAsync:

The client will close the connection right after aborting the request with excessive headers. This is not an issue on H/2 as that uses TCP with ordered packets, but with H/3 and QUIC based on UDP, connection close frame might be received and handled before the stream abort. So HandleRequestAsync is not suitable to be used to check for error codes for H/3.

Note that the sending of GO_AWAY is there to be on par with H/2 and also has been there for quite a while.
