[Mobile] Add build time and static linking size measurements for mobile

Description

This PR:

• Adds build time measurements for MAUI mobile scenarios
• Adds static linking scenarios to track size on disk (depends on [Performance] Add static linking build for CoreCLR Android runtime#116093)
