[Windows] RightToLeft is not working for Shell

Description

FlowDirection="RightToLeft" on Shell not working on Windows.

Steps to Reproduce

1. Run the attached sample in the repo.
2. You can notice that the RTL is not set for Shell.

This issue has been verified using Visual Studio 17.14 Preview 1(9.0.40 & 9.0.30 & 9.0.0). Can repro this issue on Windows platform.
